Who sent it?

A private companyIt says "Parking Charge Notice" and names a company, often a supermarket, retail park, hospital or station car park. A council or TfLIt says "Penalty Charge Notice" and comes from a council or Transport for London.

A Parking Charge Notice (from a company) is a private charge, and the new Charter covers it. A Penalty Charge Notice (from a council) is a council charge with its own appeal process. If it came from the police, it's a Fixed Penalty Notice and Pardon can't help with it.
